Vimeo has been making live streaming in general, and much more so with 3rd-party players, increasingly harder in the recent years. In the end, it boils down to you needing two things in order to successfully live stream in FV Player.
1. To be able to Live Stream with Vimeo, you need to invest in their Premium plan. No other Vimeo plan allows for Live Streaming at the moment.
2. FV Player Vimeo Live Streaming add-on which you can purchase here.

Unfortunately, Vimeo has blocked 3rd party players from playing the live streams.
The way the add-on currently works, is that while the stream is live, it’s showing as a standard Vimeo iframe. When the stream is not live anymore, it gets automatically archived and properly embedded in FV Player, so that you can enjoy the stream recording with your usual player later on.
