I checked the link in Chrome (version 58.0.3029.110) and the text was there as it was supposed to. That is a good thing, because that and the fact that you can see it in an incognito window means that the problem, whatever it is, is limited to your Chrome installation on your computer only.
You said in the video that you re-installed, but I’m not sure whether that actually clears the browser cache, so that’s the first step that you could try. You can do so just by opening developer tools (F12), then right clicking on the refresh button and selecting Empty Cache and Hard Reload. Let me know if that helped.
