The culprit appears to be Grammarly:

When I disable it the scroll bar reappears.The Grammarly add-on for Firefox doesn’t cause this problem.

I upgraded to Chrome 39.0.2171.95 and the situation is a little better. There’s still no scroll bar, but I can now use the down arrow or a search to get to items that are lower on the page.

12 years ago in reply to: Unable to upload imagesI tried importing an image today and it worked just fine. I didn’t change anything on my end, although there have been upgrades to some of my other plugins in the meantime.
