I was told by my designers I need my site’s video to (when played) enlarge to 70% of screen and gray-out the background. I know this may take some custom coding I am willing to pay for that. Please advise on my options on how I can make this happen.

Hello Charles,
the easiest solution is to use some tool that enables this “lightbox” effect. There are many of those available and will have no problems with flowplayer (to my knowledge).
Hint: type “video in lightbox” into google and you’ll get many results.
