Add: When using UC Browser (http://www.windowsphone.com/en-us/store/app/uc-browser/6cda5651-56b9-48b0-8771-91dbc188f873) on the same phone, the screen gets detected as 480×800. Very confusing.

Im on a Lumia 925 Windows Phone 8.1 (Lumia Cyan). The resolution is 1280×768, but gets detected as 383×638 on IE Mobile. D’uh!
The video on the foliovision.com landing page doesn’t play. Well, it does play as I can hear the audio playing and the timebar moving. But the initial splash image keeps staying in front of the video. So I guess the problem lays there?
The Encoding specs on the microsoft-url you linked, shouldn’t be an issue (Snapdragon S4).
