Before I continue, I would like to say that I have decided not to use the Foliopress WYSIWYG plugin (I am not using any other wysiwyg plugin either). Having said that, here are the Jetpack modules I have activated in case it helps troubleshoot the problem for someone else.
I have WordPress.com Stats, Publicize, Jetpack Comments, Subscriptions, Post by Email, Likes, Sharing, Spelling and Grammar, Omnisearch, Gravatar Hovercards, Contact Form, Google+ Profile, WP.me Shortlinks, Widget Visibility, Shortcode Embeds, Custom CSS, Beautiful Math, Extra Sidebar Widgets, Monitor, JSON API and Enhanced Distribution enabled.

Thanks Martin, that seems to work.
For others with the same issue, it looks like I have to change the “User agent string” to IE8 and leave the developer window open to use Foliopress.

Hi,
I just installed Foliopress WYSIWYG and the tool bar is not showing up in IE11 on my Windows 8.1 PC. Any possibility that it will be made compatible soon?
