Thank you for the information. The video is a webinar recording, hence the lower frame rates. I will take a look at the video encoding part.
However, I request you to remove from your post, the part about which access condition it checks for video access since this is a public forum which is why I didn’t mention it in my post.

I am afraid that wouldn’t be of any help because we have some conditional bucket policies for which the admin video checker fails anyways even though the video plays because it meets those conditional policies. The video checker seems to follow some other logic and gets denied by bucket policies.
