I am trying to upload a follow up (part two) to an existing video, but it will not allow me to. Please advise.

Could you please elaborate on how it does not allow you to?
In the screenshot everything looks the way it is supposed to, and you just need to click “Back to playlist” and once you are in the playlist view, then click “update” to save all the playlist items and their settings.
If the actual process of saving the playlist is repeatedly failing, then please, try installing this plugin: https://wordpress.org/plugins/error-log-monitor/ Then repeat the process and see, if any error appears in it.
