chapter vtt files starting with zero

I’m using CloudFront to play videos with thumbnails, chapters and transcripts. Many of the video files, thumbnails, transcripts, and chapters have file names starting with zero. The videos, thumbnails, and transcripts display fine with these files names. But the chapters do not. If the chapter file names are changed so they dont start with a zero then the chapters display with no problem.

So the isssue is chapter vtt files starting with a zero not displaying.
