Last Video Position Addition: Resume or Restart Interstitial

I want to be able to show a user a resume from the current position button or a restart from the beginning button if there is last position data saved. Like Audible or Netflix, you have the ability to resume or start over.

I should be able to globally enable/disable this option and on a per video basis.

I’m thinking would just need to add a start over the element to the current splash and do a little bit of CSS.
