I am doing this set up, but where can I find this setting in cloud front?
It is listed under point 12.
I looked all over cloud front and could not find it.

The guide is deprecated. We suggest using AWS MediaConvert instead, as it does the same thing, but is much more efficient, easier to set up and use, and more cost effective. The guide for Elastic Transcoder has not been updated for years and is kept online just in case.
The current equivalent to step 12 in that guide can be found as step 5 in the current CloudFront specific guide here. This has been updated just a few months ago: https://foliovision.com/player/video-security/cdn/serving-private-cloudfront
